From an owner of both, it depends.

If you primarily use iOS devices and do not always feel like using them and wasting their battery life, Apple TV. Unlike Chromecast, it can function properly without the aid of a smartphone, computer or tablet. There are programs available for Mac OS X and Windows that let you stream your screen to Apple TV, and they work quite well.

If you primarily use Android devices or you will always be using it in tandem with a smartphone, computer or tablet, get the Chromecast. It's "good enough".

Apple tv is way better. It has a whole interface and it is like a console. It also has a mirroring mode so you can display your apple device on the tv. the chromecast probably buffers because it is so small. The apple tv has apps so you dont always have to have your device to watch netflix or to look on the weather channel app.
