My friend’s CPU keeps having usage spikes when he occupies the PCI-e slot with his graphics card

His CPU is an Ryzen 3 3200

His Gpu is a msi Ventus 1650 card

his mobo is ASRock B450M Pro4 AM4

he is using stock cooler for the cpu

he has 16gb of 3200mhz RAM

he has a 700 watt 80+ thermal take psu

 

He recently upgraded his PC, and has been having problems with it since he upgraded. Any time the PCI-e slot is occupied by his graphics card his CPU usage goes up to 50% and stays there even when nothing is running in the background. If he takes out the GPU and runs the computer using the integrated graphics it doesn’t do that. He’s already gotten a new motherboard cause he thought the previous one might’ve been messed up. He also has already gotten a new psu. Any idea as what to what the problem could be let me know.
