hmm to me that looks like it is actually unlatched can you try to pull up gpu from pc if it gets stuck on something you can just wiggle it to left and right a little bit

I've never unlatcheded anything before so i am not sure how. (I have looked up videos removing my gpu before this post but I cant seem to remove the gpu out slot no matter what I tried.)

yes you need to push it outwards and as someone said do not use screwdriver just push it outwards with all force and also make sure that you have unscrewed the gpu from back side of case

thats it, just push it down, towards the motherboard. And yes... make sure you've unscrewed it from the PCIe slot... most cases have a screw holding it in
