2080 Super underperforming? plz help

Basically, recently I bought a 2080 Super used. Pretty new, from what i know, only used for like 3 weeks. But I have been playing with it, and I'm not very satisficed. I believe my 2080 is underperforming, but i dont wanna spend $20 on 3Dmark. My Cpu and Gpu usage is around 40-50% both on games. I average on high, 1440p. 60fps on fortnite. Is that normal? I really dont think it is. (I am running at 3.7GHZ.

Might possibly be the case that your 4 year old CPU is holding you back.
https://howmanyfps.com/fortnite

The site calculated an average 70 fps on ultra for your build, and you see a sudden jump to 82 fps with a generational jump up to the mid-level ryzen 5 3600, or 91 fps with its generational equivalent ryzen 7 3800x.

Some of this might be corrected for with CPU overclocking, but watch your temps of course.

You can run benchmarks like 

https://benchmark.unigine.com/heaven

You dont have to buy expensive ones.

 

Also run userbenchmark in my signature and send me the link if your super concerned.

What is taking up that 25% background usage? Also your ram is only at 2133. If your ram is actually faster, try enabling xmp/docp.
