need help with my RAM

I managed to buy a 5800x and a 3080, from all the components im only misssing the RAM, i had in mind 3600 CL16 but theres no stock avaible at a price that will fit my budget. I dont understand how the latency works and whats better with this new 5000 series, what would be better and why? 3200 CL16 or 3600 CL18 ?

Nop, im in Portugal, i have access to the same products i think, not to the same stock tho. i was looking for under 100
