Well, if you need a mouse and keyboard, and an even half decent 1080p/60hz monitor (as a minimum requirement) you are going to lose at least $250 from your budget...and that's if you use the cheapest m&k combination and an entry level monitor. 

 

A decent m&k, and a good monitor, would put you closer to $350.

 

I was going to ask/suggest if you would be willing to buy a second hand monitor, though I'm not sure if it is necessarily a good idea.

 

If you can source those 3 things at a significantly reduced cost it'll help you a lot.

 

As for the actual components, I will defer to the greater expertise of others who can also link you actual parts prices etc...
