I recently got a new pc with a water cooled core i9 and 16 GB of ram.
I have no idea what graphics card to buy but I have a budget of 1000 dollars my power supply is 650 watts
and I currently have a 1050ti gigabyte GPU. ( I got this for Christmas2020)
i would appreciate it so much if somebody could help me or give me tips.

Welcome to the forum!

 

A core i9 is a pretty powerful CPU, so you're not going to have to worry about bottlenecks, but I'd recommend you upgrade your power supply to a 750W unit to support the more powerful GPU. At $1000 USD, I'd go with the Nvidia RTX 3080 or AMD Radeon 6800XT. GPU availability has been a problem recently, so you'll need to do some searching around to find one in stock. I'd recommend using a twitter or discord bot like this one to let you know when one is in stock. As for the specific model, basically anything from a reputable brand (ASUS, EVGA, MSI, Gigabyte, Zotac, Sapphire, ASRock, XFX) will do.
