6700k overclocking

Hello guys. New member here. I have a 6700k cpu with 1660ti. When im playing dota 2 i cannot get over 140fps, and avg fps aroud 100. My cpu and gpu usages are at around 50% only even though ive maxed out the fps cap. I was wondering what's the problem here. Not that the fps is bad, but something is holding me up. I was wondering is it because of the 4ghz clock on the 6700k? Or is it the 2133mhz ram speed? I have a h110-s2h MB and was thinking about getting a Z270-A pro and overclock the cpu. What should i do?
