CPU throttling problem

hi guys

 

I need help with my CPU. I have Ryzen 5 2600 with Gigabyte B450M DS3H and the problem is its clock speed is stuck at 0.54GHZ and usage doesn’t go above 16%. I tried cinebench but 16% is the most usage it goes to.

 

And its 2nd time I got this issue, last time it was resolved by updating BIOS but never crossed 3.4GHZ while having turbo boost up to 3.9GHZ and now I’ve got it again and looks like problem modified it self a bit. 

 

At restart it works fine but with time processor clock speed slowly drops.

 

When I run cinebench clock speed now drops to 0.64GHZ sometime 0.76 and after closing cinebench increases to about 0.86-2.57GHZ. The time I'm writing this clock speed is again stuck at 0.54GHZ.

Just check task manager again and it was dropped to 0.54GHZ

I have recently gotten an R5 2600 and a friend has one also and has never had an issue like this. Do you overclock? or do you just leave it as is?

IDK how i got this issue... I left my PC one night after playing DOTA and shut it down. Next day i open up the game and i was getting 20fps or so... 

 

I Checked GPU usage it was normal then i checked the clock speed it was 0.54GHZ.

 

after that one day I updated BIOS and problem solved!!! NO! i never got turbo boost back and now its started again
