GPU 15% Utilization during intense games

Hi, i was playing warzone today and looking at task manager i realized my 1060 6gb is at 15% utilization and my Xeon X5660 is at 100%? is this a simple case of a CPU bottleneck or is there something wrong. I was getting 60 fps even though i was running rather high settings.
