Seagate Expansion USB HDD shows in device manager but not in windows explorer

Right click the USB HDD volume and assign it a drive letter.

I found an old usb hdd that was once plugged into a VU satellite receiver. I plugged it into my PC and it didn't show up in file explorer.

I used cmd line diskpart to format it and now I can see it in device manager, and devices and printers as "Expansion" but not in windows as a drive that I can use to copy files to.

I have reformatted it in disk management and still I can't use it as a storage drive. Can anyone help?
