Is it safe to overclock after lowering the maximum processor state to 99%?

I have a ryzem 7 5800x custom water cooled and i noticed my temps were a little too high. Idle temp was around 44c-50c and on load was around 70c+. So i decided to lower the max processor state and it brought my idle temp down to 31c and load temp to 45c.

It won't kill your processor so yes it is safe, however you might get more performance with 100% and lower oc.
