Custom PC Not Displaying?

Hello, I have a friend who recently received a good gaming pc from his brother in-law. He took the previous 2080 out and the psu, so my friend replaced it and the pc fires up fine, but there's no display.

 

He's basically rebuilt the thing and cleared cmos over and over again. The current parts we know of in the computer are..

MSI 970 GAMING ATX AM3+ Motherboard

Corsair Vengeance Pro 16 GB (2 x 8 GB) DDR3-2400 CL11 Memory

Western Digital Caviar Blue 500 GB 3.5" 7200RPM Internal Hard Drive

XFX Radeon RX 570 8 GB Video Card

Cougar 500 W 80+ Certified ATX Power Supply

 

Does anyone have any suggestions as to why it would turn on but it wouldn't display?
