Laptop not booting

Hello everyone. My girlfriends laptop is not booting. I unplugged the HDD out of her laptop and into a docking station. Back-uppped the data and formatted the drive. Plugged it back into the laptop and still the same problem. There is a USB in the laptop with a Windows installer. 

 

This Acer logo does not go away. I can also not get into the bios.
