What indicates operating systems bit rate?

Nothing to replace, you just can't switch Windows from 32 to 64 without a full reinstall.

Your CPU is the one you have to blame for that, but I assume that you don't have a such an ancient machine on your hands. So you just need a Windows installation from scratch. Please provide us with more info about your PC along with your OS.
