Computer stuck in restart loop.

I'd start by keeping XMP and OCing off, then I"d ensure the latest BIOS is on the mobo, and if that didn't solve anything, I'd swap PSU, as that's a easy step to take.

Hey guys,
I recenty ran into a problem where my computer gets stuck into a restart loop [video attached].
On pressing the power button, all the fans ramp up, rgb light up etc but it never goes to the boot screen. I hear a clicking or "tripping" sound as if the psu has shut down and then it starts up again and repeat. 
If I leave it off for a few minutes and turn it back on it will still do the restart once but on the second try it will go to the boot screen.

My specs
I7 9700k 
Gigabyte gaming oc 2070 super.
Gigabyte gaming x z390 motherboard.
500GB Samsung Nvme ssd.
1TB samsung sata ssd.
Antec neoeco 650 watt powersupply.
Thermaltake TH240 aio.
2 * Arctic 120mm PWM fans.

What I have tried so far:
1. Reseating the ram.
2. Rolling back all the overclocks.
3. Resetting BIOS.
4. Resetting windows and doing a fresh install.

I have not tried any hardware swapping because I do not have the necessary parts [PSU etc].

I need help with diagnosing whether it's an issue with the power supply or the motherboard.
Once I do get into windows everything works fine. I have been playing Cybperunk for the last 4 days and the PC has never crashed on me or randomly restarted. The GPU is boosting normally as it would and the CPU sticks to the 4.6GHz speed under load, the fans are also running fine. It's just the turning on part that seems to have some issue.

Did you by any chance disconnect your pc from the power when it was on ? Or was there any power outages ? 

This same thing happened to me a month ago, because of a power outage, while my computer was running l, and i didnt have any kind of safe plugs or anything so it was charged with electricity. The simple solution is to disconnect the power chord from the wall, and connect the two wires of the chord together (i just put them in my mouth haha) 

This will discharge any extra little power the supply has in it, and it works as new. If you want to make sure ur super safe dont stick the power supply in your mouth 😂😂 it might zap you like the flat batteries used to. Try a piece of wire, or a metal fork or knife maybe.

 

DO NOT TOUCH ANY WIRES WHEN THE POWER CHORD IS IN THE WALL, OR ANY OTHER DEVICE CONNECTED TO THE WALL IS CONNECTED TO YOUR PC!!!

There have been multiple power cuts while my pc was turned on. I'm from india these things happen all the time can't help it.
I didn't really understand what you are suggesting, which two wires of the chord? The one with the three pins and the other part that goes into the powersupply?

Thanks for the suggestion, I guess I will have to get a new psu.

Beg/borrow one from a local computer shop, explain what's happening, and see if they will loan you one for a few minutes.

So in my country we use europian 220 wats cables that look like this, just unplug this from the wall, and connect the two pieces, the ticking is from the power supply, i had the exact same issue, its a charged capacitor or something that didnt get to discharge, by connecting the two it would regulate the remmaning charges in the psu (that is if your psu is still working which it looks like it)

Hey thanks for your help, flashing the BIOS to a newer version seems to have fixed it. It's not doing a restart before starting anymore.
