Issue with Graphics Drivers?

Updated my graphics drivers and now my background that is animated looks like this... I reinstalled older drivers and it looked fine again until I restarted my computer and now it's back. I also did other tweaks to get Valorant running better but I can't narrow down what might've done this. It also does this for other programs such as Medal.tv when it's not fullscreen for some reason. Definitely feel it's something to do with graphics drivers.
