Troubleshooting low GPU usage, low frames, high CPU usage

Thank you for the support in advance. I’ve recently built my first pc and I finally get my GPU in yesterday. I haven’t over clocked or done anything to the settings of the GPU. I’m limited to 20-40% GPU usage with 20-50 FPS on Cold War. I’m lost at what to do next and would like to try here before I take it to a reputable computer shop in my area
 

Tried:

• Nvidia control panel maximum performance
• Performance power options
• Ensure V-Sync is off
• Remove fps caps
• Highest graphic options (to push load)
• Reinstalled/uninstalled latest drivers
• new psu

• i7-10700k
• asus rog z490 f-gaming
• rtx 3080 MSI gaming trio x
• Corsair 750w
• 2TB ssd
• 32gb Corsair rgb vengeance pro
• artic 34 esports cooler

ok idk what is wrong, the settings are what? because that might help, also why does it do this, i need other forum members to help me on this
