I know swiftech makes good products, that one you have there will basically just take the PWM control from your motherboard and uses it to regulate all the fans plugged into the splitter, not much can really go wrong with a splitter.

 

The fan controller you have there has two modes, one being a manual fan controller and the other a PWM splitter built into one unit. 

Just to note the fan controller uses 3 pins for the connecting fans

The swiftech splitter does not control anything, it just splits the incoming PWM signal from a controller to up to 8 PWM controlled devices such as fans and pumps. Keep in mind that Corsair (Among other companies) uses their own PWM control scheme that differs from the standard- many people have reported issues controlling more than 4-5 fans on splitters.
