Is this CPU temperature normal?

I cleaned up my CPU fan as it my PC was overheating and changed the thermal paste, but there isn't a big difference, earlier my temps reached 95c while gaming (Idle temps b/w 40-50c which is fine I guess) which is obviously not a good temperature, but now the temperatures are around 80-85c while playing CPU intensive games like GTA V and lowers down to 77-80c when room temperature is less (which is OK i think), I can still play games without any stuttering but I've heard that CPU temp shouldn't increase the Tcase temperature which in my case is 72c so have I not applied the thermal paste correctly or something? I never was this concerned about CPU temperatures until my PC started overheating but even after a reduce in temperatures, it still bothers me why it hasn't decreased to ateast 65-70c after cleaning it up. (My CPU is an i3 4150), should I re-apply my thermal paste? or is my thermal paste just not of a good quality hence less difference in temps?

The Intel stock cooler is one of the worst in existence.

newer PCs with stock cooler get around 65c while gaming, I know intel stock coolers suck, but since 4th gen till 10thgen , the stock coolers been the same, Am I the only one getting such temps?

Well today I launched GTA V after a long time and my room temperature was really low with the air conditioning on so the temperatures were actually pretty normal after I opened the case for more airflow? THey were averaging 70c instead of 80-85c so that should be normal now..., I guess I need to clean up my case too since its pretty dusty so lack of airflow might be the reason why it wasn't hitting normal temps
