If that doesn't work maybe using a recovery boot medium for Windows can resolve the issue. With it's help you should be able to identify boot problems.

Before reinstalling I'd definitely try the recovery boot medium (which is not the safe mode), assuming the article doesn't help. It's a lot less effort than reinstalling ;)
