What does it mean when an icon on the taskbar becomes yellow?

happened with steam just a minute ago and i want to know why

Misspelt taskbar

I have been able to determine two things:

1. It needs your help

2. It wants you to give it privileges

I don't know what it means officially.

Seems to be the reason

steam turned yellow bc itstopped downloading a game and was telling me it did so
