random audio and video stutter

when i am watching videos on youtube , video freezes and a buzzing sound is made for a split second randomly. this may be occuring while doing other things as well but i may not notice it. i am not able to find the cause of the problem

i have ryzen 5 1400(3.5 ghz oc) , 16gb ram (2800mhz oc), b350 mobo , 1660ti
