I have a dell XPS 13 9360 and I tried to reduce the temps with thermal pads. Recently, I learned about dell power managment. It allows you to control your fan speeds, your cpu clock and your battery.

There are four cpu and fan speed profiles You might need to select profiles twice because the program is a bit buggy:
