Need help with flickering

I've recently bought a new rig with a GTX 1660 Super. I have a 1080p 60Hz Monitor to use with it. I used 2 different HDMI cables and 1 DP cable but top of my screen still flickers. I've tried to record a video with OBS and see if flickering still appears on a recorded video. It does not appears in the video. Is my monitor failing or my GPU is faulty? I used this monitor on my old laptop I was using VGA and never encounter any problems. My GPU's stress test results are nothing extraordinary. Is this problem caused by my GPU or my monitor?

Could be low refresh rate causing it to flicker?

nah, it's probably a hardware defect

if it's still under warranty, send it in

I've bought it 2 years ago. I've been using it since then, never encountered a problem before but with my new PC it is flickering. Is there a way to understand a defective GPU?

if you mean to test the gpu, you could use another display

Asus Dual GTX 1060 3GB. Used maximum 4 months total. Looks like new. Card never opened. Give me a price.

I have been using it for one or two weeks, would it come off if there was a problem with the GPU?

screen flicker is normally a screen issue, a gpu issue would normally result in colorful artifactings, but flicker is not out of the question

If it was a GPU problem it should be appear in a recorded video right?

I've encountered a visual glitch in Destiny 2. When I alt+tab some of the textures loads late and some of them are appearing green at first sight. This could be a game related problem because I've not encountred anything like this any of the games I've played. Second problem I'm talking about is this: 

Is this a common thing? Textures loading slow after alt+tab? I'm playing on Fullscreen mode this does not happen in Borderless Windowed mode.

not to my knowledge, i never play game at full screen because i alt tab a lot though
