Hi! I'm new here, but I would like to know the answer: which one is better :)
I have narrowed it down to two, but now I'm kind of stuck.

The first candidate is:
BL2K8G36C16U4B (Crucial Ballistix 16GB (2x8GB) 3600MHz CL16)
the second one is:
PV416G373C7K (Patriot Viper 4 16GB (2x8GB) 3733MHz CL17)
The ,,code name" may differ, because, well, I'm located in a different country, on a different continent, so it may vary :)
Short story though - the first one is 3600MHz, the second one is 3733MHz.
The first one is CL16, the second one is CL17.
The first one is/uses/is build upon micron e-die, the second one is hynix CJR.

I know NOTHING more about RAM, than that - just pure ,,info from brochure".

I will be using the ,,XMP Profile".

The rest of the build is:

CPU: AMD Ryzen 5 3600 (I have to buy it still, was hoping for Black Friday but in Poland everything is more expensive on that day - it's cheaper to buy in Germany... :D ). I will be eventually upgrading to R9 5900X, but that I'm planning to do in 2021/2022 when the whole mess is over (covid / shortages of hardware / high prices). 
MOBO: Gigabyte B550 Aorus Pro
GPU: Not relevant, will be different (nVidia 3000 or AMD 6000), for now it is XFX RX 460 2GB SF from my current/old rig.
PSU: Seasonic Focus GX-750 80 Plus Gold (750W)
Case: Lian Li Lancool II Mesh Performance.
Cooler: Scythe Fuma 2
RAM: I don't not which one to get... :(
(red font/character/text indicates products not yet purchased)

I can't find those two particular RAM sticks on the ,,Qualified Vendors List (QVL)" of this motherboard - but I don't know if I should be looking at that so strictly.

Why am I looking at those two, not some other venders/manufacturers you may ask? I want something 3600MHz or higher, with CL16/17 or lower, 16GB in two sticks, on a budget, but still reliable.
I could get RAM sticks from ,,GOODRAM" but I don't know if they are internationally known (the same goes for SilentiumPC (cases, coolers), which I don't trust as much.

So:
cheap, 3600/3733, cl16/17, reliable, trustworthy.

For example the Crucial Ballistix is 394zł (PLN) (105USD), Patriot Viper 4 is 359zł/PLN (95USD).
I would like to save as much as possible, but still get the best possible stuff that will be important for the overall performance.
I don't think that the difference between one RAM or another will be significant, but still - I'd prefer best possible for less than 400zł/PLN (106/107USD).

3600 cl16 is a tighter timing, also ryzen tends to like even timings better

3600cl16 is ~8.88ns latency 3733cl17 is 9.1ns

Also ryzen may not run odd timings, so less chance of problems requiring troubleshooting

Thank you for your help so far, but please, talk to me like to a novice/beginner.
I don't know which one is odd 8.88 or 9.1? :) I'd say 8.88 isn't odd and 9.1 is, but I'm not sure. (language barrier - odd means ,,weird" in Polish, but it may also mean uneven/unpaired)
So, again (remember, I'm a freshman) - Crucial should
work/is better choice for me?
Also is the Qualified Vendors List (QVL) relevant or not?

odd would be strange and not seen often like cl17 ...

 

I like g.skill memory a lot but it's just me.  What are the specs of that ripjaw ?

meant odd as uneven refering to the CL#.
8.88 and 9.1 are the approximate latency in ns, lower is better
the 3600 cl16 kit is the one you want. Sorry for delay, had to sleep.

G.Skill Ripjaws V, specs are the same as on Crucial sticks - 3600MHz, CL16. But - they are more expensive, and from a more... suspicious retailer - they have a lot of negative feedback (their store) and I'm worried I might get different version of those sticks, for example 3600MHz CL19. Because of that I'm more convinced by Crucial memory, from a trusty store. As an addon - they look better IMO :)

OK, thanks for your help.
As long as there's no other opinion standing against this, as far as I'm aware both you and @Dr0y are saying that 3600/CL16 is the way to go. (in my situation).

The cheapest memory to buy here in Poland with such specs is Crucial Ballistix (not taking into account less known brands).
And it is the only one I can get from sure source between it and G.Skill memory.

Well if you can find 3600 cl14 for about the same price that would be even better.  ... but I'm pretty sure it will be way more expensive so the crucial kit is probably the way to go.

Unfortunately I can't. They start at around 570zł/PLN which is over 150USD. And - just because I'm curious - in normal use, without any benchmarks - would I notice any difference?

not really
I have a kit of ripjaws V (samsung D-die ram modules) doesn't work in my ryzen system at all, know the ram is good cause it's working in an intel system fine.

No idea as I've never tested that myself ... heck I'm still on ddr3 1600 cl9 ... I don't think it's noticeable unless you do something really specific and memory dependent ... but you never know what you can find ... if it's the same price it's worth getting the best kit ...someone can be surprised specially with black Friday sales (I don't know if it's a thing in your country tho) ... if it's overly abusively higher price then no it's not.

It is a lot more expensive unfortunately.
Black friday is a thing here in Poland. But the average discount in the whole country, in all types of goods is... 4%. And tech/gaming stuff usually tends to be more expensive from mid November all the way to mid February.
