What sort of components would be more important when trying to build a PC. A high speed ssd, more RAM or a CPU with lots of cores? I'm kinda new but want to get into game dev stuff.

Balance is important. If you have a particular use case then the behavior of the software that will be used dictates which components deserve more attention and resources. But one still needs to maintain a capability balance.

80+ ratings certify electrical efficiency. Not quality.
