Is there any trustworthy way I can trade my money with a GPU? I'll pay fair+I'll overpay a good price like +150, 250 dollars more. For international shipping too. Its not that far so ill actually overpay hundreds.

Is there a way I can trade like that IN A TRUSTWORTHY WAY?

Ebay, Craigslist... etc.

Yeah, buy from a legitimate store.

Stores around here are selling RX 6800 XT for 1066 dollars, and they arent even in stock.

I just want the reference model RX 6800 XT from EU or US, where its 650 dollars and overpay him, and he wins extra money, also i get it cheaper. Win-win situation, also fair.

Any way this can happen?

Anyone that's buying to scalp product is going to sell for what it's selling for.

Probably not. You'd have to con a really dumb scalper.
