Hey, I have a pretty good laptop (I7 10750h and RTX 2070 Max-Q) and the i7 tends to turbo to 4.2ghz idle and That makes the fan VERY loud max fan speed to get 63c idle watching a : ) 4k linustechtips video : )

and Doing normal stuff (dual monitors btw with the second being 2560x1080 and laptop screen 1920x1080) When I go to do gaming It still stays at 4.2 ghz I was wandering if I pump it all the way down (disable turbo in throttlestop) I thought that I could counter the loud fan and when I go to game I just enable turbo Good decision or is it gonna be a bit low for my use.

Undervolting will do more to reduce thermals than just slowing your clocks, it's a balancing act though...

I mean, it can cause instability but that's on a CPU by CPU and machine by machine basis. I can't really tell you how your computer will handle it until you try but undervolting and underclocking will certainly reduce thermals which should reduce your fan noise.

I had it on for 4 mins from your post its fine (its a laptop) Hopefully not voiding my warranty

Instead of Disable Turbo, go into the ThrottleStop TPL window and lower the Speed Shift Max value. This lets you run your CPU at any speed you like. This is more flexible compared to disabling all turbo boost. If your CPU is not locked, you can also go into the FIVR window and reduce the turbo ratio limits to whatever you like.
