bottleneck Cpu bottleneck?

I was wondering if anyone could suggest whether or not I made a bad decision, I recently came into possession of a gateway Fx gaming tower. It had a i7 870 and I upgraded the gpu to a gtx 1650s because nothing else could really fit with cable in the way... I was getting questionable performance and am currently assuming it’s a cpu bottleneck. Can anyone confirm?
