Use a big beefy air cooler such as the Noctua NH-D15 or be Quiet! Dark Rock Pro 4 to keep temperatures down. They are pretty comparable to AIOs on the market today.

 

I personally prefer air cooling over water cooler b/c electronics and water don't mix and when AIOs fail either by leakage (very slim chances of this occurring, but can happen) or pump failure (the most probably cause of AIO failure) you can suffer from water damage or high CPU temperatures respectively.

LTT did a video on this. A quality air cooler from a company such as Noctua can handily outperform a AIO in both cooling and noise levels. From my experience with my AIO, before I went crazy with the fans, I was shocked at how quiet it was (I had a laptop before and that thing sounded like a jet engine) And I really liked my temps.

Liquid is vastly superior. 
So it comes down to what you mean by liquid cooling. As they tend to be grouped together for some reason. 
 

Also case and fans are another large factor. The gpu cooling will also effect everything.
