I bought my pc about a year ago, had a friend help me put it together, Its a i5 9600K overclocked to 4.3 in windows but it bios says 3.7 with a MSI 2070 GamingZ with 16gb of corsair ram clocked at 3000 mhz on a Asus Prime b350m-a I know this board only supports 2666mhz ive order some new ram just waiting for it to come in, but I havent overclocked the ram is only at 2300mhz in the bios but when I go into windows it says its at 1329mhz. While im playing game such as League, overwatch,COD,minecraft, some more high intense games as well my cpu is using 90% to 100% in higher demanding games and 40% to 50% in less demanding games, while my 2070 isnt evening using 20% in higher intense games, I just want to know if something is bottlenecking the GPU from ramping up or in some cases even use it. Looking to play games at a Average to High FPS with my Gpu usage being higher and less stress on my CPU.

ANY HELP WOULD BE APERICATED AND OPEN TO ANWSER ANY QUESTIONS

Alright, so many things are just wrong here.

B350 is first of all an AMD Ryzen's chipset. And even of it's the B360 series of chipset, it doesn't support overclocking.

Secondly, 4.3 oc for 9600k, that's pretty low and slow. In fact, it's slower than the stock 4.6ghz boost single core. So you're at least loosing performances in gaming doing that.

Thirdly, this "2666mhz" on your ram isn't "mhz". It's "mt/s". But that's not on you, everyone says "mhz" instead of "mt/s" because of marketing. So, in fact, when it says 2666 "mhz", it's 2666 mt/s so it's 1329-1330 mhz effective clock speed on every stick of ram. That's why you see thoses real frequencies in windows.

Lastly, you should use hwinfo64 for monitoring your pc. It's way more accurate than the task manager that you are probably using. Tho, it's pretty certain that thoses high loads are right on games like COD. It isn't surprising. The 9600k being a 6 cores / 6 threads is really limited by its cores / threads count on modern demanding games... And it's not a new thing ( it was even at launch with the 8600k already starting to struggle ), and it's gonna be worst with newer games unfortunatly. The only thing you can try to do, is creating a heavy load on the GPU by leving up the graphics massivly, to create a GPU bound scenario or limiting fps. This way you're gonna let free a bit of load on the CPU. That's can eliminate stutters btw, if you had couple of thoses. Or just upgrade your CPU... But you don't have many option, espacially with your plateform. So that could add a lot to the cost.

This is a CPU bound type of problem.

Turn your graphics settings UP in the game to give the GPU more to chew on since its only running at 20% or so.

Running a hardware logger would be best rather than relying on task manager.

Download HWiNFO here - https://www.hwinfo.com/

How to create a log:

Open HWiNFO and in the bottom right there is an icon that looks like a spreadsheet with a green plus on it.

Click that button to start logging, the green plus will switch to a red X to let you know its saving data.

It will also ask you for a file name and where to save it. I save them to my desktop, name it whatever you want.

Let it run for a few moments or until the machine locks up, resets, or does whatever it's not supposed to do.

Then (assuming it didn't restart or lockup) click the spreadsheet again so the red X turns back to a green +.

If it did lock or or reset, it will leave the log file where you specified.

You now have a log file, please share it.

How to view the log file:

You can view the log using the GenericLogViewer addon here https://www.hwinfo.com/add-ons/

Download, extract, run GenericLogViewer.exe, click the open file button in the top right and point it to the log file you made above.

Use the dropdown in the upper right to choose which category to view

Is this right?

Yes that is correct.

And your CPU is your problem during this run.

All cores look like the chart below, which shows 90-95% (sometimes 100%) usage, while the GPU is at 65% or so.
This shows the CPU is the bottleneck.

Also, temps, voltages, and clock speeds all look good so its just being loaded down and cant keep up.

You can run another log during another game and see if it looks the same. If so, it again confirms the CPU bottleneck.

Your problem is the CPU, so unless you replace the CPU with something faster, you are not going to get much different of a result.
