No but it literally will run on a quarter of a potato.

 

So... maybe something like a RX 580?

I have a 1070 in my laptop and it cant stably hit 240, gets 170-245 with an average of 185

It's a laptop GPU, RX 580 is faster than the laptop 1070.

 

And your FPS is more than enough in that game...

Maybe but would a 3070 be a good choice? Once price is back to normal ofc

Yeah but I have a 240fps monitor so why waste that extra fps also I want to play in high quality graphics

3070 is way overkill, a 2060S can deliver 240FPS on Valorant at 1080P.
