So, you cant even boot from the windows 7 disc!! You can just format the HDD buy just plugging it in other system. Try a flash drive.

if you want to format a drive that is not your primary drive, so it does not have the os on it you can just use the windows disk manager, which you can find by clicking on start right click computer and manage... there you go. If you want to format the drive your os is on you need a bootable flash drive or a cd. If your windows cd does not work download the iso file and put it on a flash drive that is bootable... done ;)
