Computer won’t boot up

I have been having this issue every once and a while my computer won’t turn on all the way. It seems about half of it would turn on. The lights for the RAM, CPU cooler and mother board would light up and there would be one fan spinning. But the other three fans and the GPU won’t turn on and none of the sockets work on the back panel of the motherboard. In the past all I would have to do is switch the RAM and then the computer would turn on normally. But the issue started to get more and more common until now it won’t even turn on. I don’t know if this is a RAM issue or if it is the RAM sockets on the motherboard or something completely different. I also had noticed that my computer will not go to sleep on its own anymore and that I would have to manually put it to sleep even though I had it set to automatically do it. This started happening when I put in my CPU AIO cooler. I don’t know if either of the last two things are related as well. I know I have more than enough power coming in so I have no clue what it could be. In the picture you can see that the graphics card isn’t lighting up but it’s suppose to be. When it doesn’t light up that’s when I know it’s not working. And I know the RAM rgb is on but I think they could just be on but they still aren’t working correctly. If I need to get new RAM that’s fine, been wanting to anyway, but if I need to get a new motherboard that just puts me in a tough situation. Any help would be appreciated, just got a new game and now I can’t play it.
