If it fits your budget and everything else in your PC stays the same between the different CPUs, I'm not sure why you wouldn't choose the 3300X.

 

What build are you planning on making, and what are you going to use it for?

The Ryzen 3300x IS better than the 3100. The biggest difference is the CCX layout. The 3300x having a single CCX layout and the 3100 having a dual CCX layout. Single CCX layouts are better for speeds but that's about it. In the US, the 3300x is out of stock EVERYWHERE, so if you want to save a bit of money and build it now, then the 3100 is great, however for around $50 more, you can get a Ryzen 5 2600/3600 which is WAY better with 6 cores + 12 threads. But if the 3300x is available where you live, then its a solid choice over the 3100.

A budget build for MFS2020. Something cheap that can handle it and run it at Med-High graphics settings. I have a rough plan, but I'm still thinking. (I'm in Aus by the way if it matters, heard the 3300x is sold out in the US)

Here is the Pc parts picker list I put together with what I was thinking.(Prices are in AUD) I could get a 3 3300x, but to do so I'd probably downgrade the graphics card as I'm on a tight budget

Case is pretty meh, PSU sucks, you can get a 580 for half that if you buy used, and your storage sucks.
