What FPS are you getting in games? The RTX 3080 Aorus Master has a pretty beefy cooler, so it's possible that it just stays that cool.

Low temps aren't usually an indication of an underperforming card, but perhaps it isn't hitting a high usage? use OSD in msi afterburner/riva tuner and check your gpu usage

You didn't give your display spec.
If it's 1440p with 144Hz or less then your GPU won't need to max out.

Well there you are. Once your GPU is rendering 240 fps then it doesn't matter if there is more power to give. It won't give it as your monitor doesn't need it.

my RTX 3080 vision OC is also underperforming

i get around 100fps at 1440p at mid to high settings in destiny this is not right

i have done a clean install of drivers with ddu

changed power options to be set to high performance

checked if my ram and cpu was working right

i dont know whats wrong

What game are you all playing? If it's Warzone, don't worry about it. It's just the games awful optimization.

Backtogames:

My worry is a 750w power supply might (and I mean might) be the limiting factor and throttling the system.

 

Given stock and schedule I've be forced to order a pre-built system. The shame! And am in a similar boat in regards to your Intel system with a 750w gold. I personally think it's not enough for these premium 3080 cards esspecially with any hint of cpu overclock.  I don't know how many power connectors your vision has? Whats its max draw in real life anyone? 

 

Just a thought.

How do you know it's underperforming? What FPS are you getting in games? Have you run a benchmark?

That's not how you determine if the GPU is underperforming. Run some benchmark like Superposition or Timespy and share the result here.
