Minecraft servers are very CPU intensive.

 

Your best bet is to buy a cheap old high-end office PC (probably a Dell Optiplex) off eBay and add more RAM and an SSD. If you need help choosing such a PC then I and others will be happy to help if you tell us which country you're buying in.

 

Those things are built like tanks (I have a 12 year old one still going strong on its original hardware, though it's slow by modern standards obviously.) But businesses get rid of them after just a few years, so pick up a more modern one and you'll be good to go.

 

For that budget you won't get the best experience, but it'll work.

By the way, my desktop is a docked laptop. Get over it, No seriously, I have an exterrnal monitor, keyboard, mouse, headset, ethernet and cooling fans all connected. Using it feels no different to a desktop, it works for several hours if the power goes out, and disconnecting just a few cables gives me something I can take on the go. There's enough power for all games I play and it even copes with basic (and some not-so-basic) video editing. Give it a go - you might just love it.
