My pc sttuters

Hello, so I had my pc for a while, but it keeps sttutering my pc specs Ryzen 7 2700x, gpu gtx 1070, ssd kingston, ram G skill ripjaws 16gb, psu areo cool 750w, motherboard Asus b450-f gaming, monitor alienware 240hz, and I cant play games becouse it sttuter, like cs go, i get average fps 300 but it feels laggy, gta 5 lag spikes like crazy I cant play becouse every few seconds it freezes, pls help

Turn on VSync to keep the CPU from being pegged.

Looks like something is throttling to me

Well my cpu temps stay at 50-55 and gpu 60
