I am new here, I wrote this software for different use's I may have. Any comments about the Cartoon affect on linus?

Looks better to me. Might I suggest you add pencil outlines + more use of solid colour? This might help to give a more prominent cartoon effect that you're going for.

Did you draw Linus or did it take a picture of Linus and make it look painted?

I think it's a combination of bilateral filter and edge detection.

Maybe something like this.
