Games, programs or workloads that it will be used for: gaming 165hz/video recording and editing 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I will be upgrading to a b550, Corsair 2tb ssd(mp600), new case, and my main concern is whether or not I have to upgrade my cpu currently rocking a Ryzen7  2700X and I’m concerned that throwing a 3080 in my rig might cause some bottle necks.

Zen 3 doesn't have a new chipset, they will be using the same B550 and X570 chipsets when they come out.

 

A ryzen 7 5800X would be a solid upgrade for a gaming, a Ryzen 9 is pretty overkill, although that depends on what type of video editing you're doing
