PLEASE HELP WHOLE PC UNDERPERFORMING

My whole pc has been underperforming for months now and nothing has helped at all. In fortnite creative on all low I barely get 200fps and I get a ton of stuttering and fps drops to 40. I have a 2070 SUPER, Ryzen 2700x, 16 GB 3200MHZ RAM, x570 Gaming X MOBO, and corsair rx850x PSU. I have a cooler master liquid cooler (not sure which one but its 240mm) and not just in fortnite but while editing, almost all games and streaming I get fps drops, stuttering and just overall really slow.

Also - temperatures under 100% load.

1. is your RAM on XMP

2. did you update your drivers 

3. do you have your gpu in the right slot

4. did you cap your gpu in fps ingame

5. is your cpu on the latst drives 

6. is your gpu or cpu undervolted 

7. you might have some bad files 

8 . try resetting your bios 

9. try and wipe your whole system.

I have the latest drivers, ram is on xmp, tried resetting pc many times, nothings undervolted, gpu is in right slot and I can try resetting bios and what do you mean by bad files?

with chrome discord and voice meeter open cpu is at 40-45 and gpu is 40 so not insanely high and while playing fortnite it goes up to 60-70 on both in creative.

either bad or missing system or game files. also what temp are your gpu and cpu running if you dont know try HWinfo or nzxt cam
