I've just recently built my first PC that I am using with my Sony x900e TV. I was experiencing screen tear and stuttering until I enabled fast sync in the Nvdia settings which removed the tearing but the graphics still stutter when I move the camera in-game.

I am using RTSS to framerate limit all of my games to 60FPS since my TV only has a 60hz refresh rate at 4K. I've looked up multiple ways to optimize performance on windows, but nothing seems to completely get rid of the stuttering. I also overclocked my GPU and am using game boost for my CPU but the problem is still there. I am wondering if is a performance issue or if I should upgrade to a better monitor. Here is my setup, if anyone could please give me some insight as to why this may be happening as well as any solutions. Thank you

Hey man what specs exactly? Also there's noticeable stutter in all games. It's not as bad in indie games but for Call of Duty Warzone for example, the movement is not smooth, even though the FPS is stable. My GPU driver is also the latest version 456.55, thanks for the response

Just ran COD Warzone and both the CPU and GPU temps were averaging around 63 degrees celcius
