Plexamp doesn't utilize downloaded music.

I'm running Plex 1.20.1.3252 on a Synology RS815 and using Plexamp to stream my music to my phone.

Because I want to make use of the .flac files, I downloaded my entire library onto my phone using Plexamp.

 

Despite that, Plexamp still keeps pulling data from my server, instead of making use of the already available songs on my phone.

I use a Pixel 3a currently.

I disabled to download music on cellular and set to prefer downloaded media to always within Plexamp.

I'm not sure what the "Refresh Downloads" option does. What do they mean by refreshed? And got any idea how to solve this?
