CPU running max clocks 24/7

Hey Guys i am wondering if anyone could help me out here, so I have noticed that my CPU just sits on 3.9Ghz all day i have never seen it go down and my temps are around 55 to 60 degrees Celsius on idle and i don't know why, it would be great if someone could help me out here.

intel core i5 9400F
MSI Radeon RX 570 armor 4GB OC

No i built it with my uncle.
I have tried changing the power plan but nothing changes

when you go into the bios and you go to the page with all the OC information do you have any boosters or anything like that on?

I don't think so, but if it helps my motherboard is "ASUS TUF B365M PLUS-GAMING"

Fixed it for some reason Intel speed step was disabled turning it back on fixed my issue.

Not sure what that is but cool! Is this screenshow tosrta what your CPU stats looked like?

What i noticed is (at least for AMD) the actual Ryzen driver reads a different clock speed and temperature than the windows programs (and core temp 1.13, not shown).
