Chrome blinking

So I have recently bought a 144Hz 1080p monitor. And in chrome and other browsers with hardware acceleration on, my screen kind of blinks whenever I scroll with video playing in the browser or open a new tab. But this does not happen when I set my monitor refresh rate to 60Hz. I have tried enabling and disabling freesync, reinstalled display drivers. Is this normal?
