you can adjust that ,so yeah it can ramp down or stay at the overclocked freq. all the time . But as for stabilization you gotta test it out with IBT and monitor the temps and throttling

if i overclock my cpu and it is running at idle, will it still be at its max clock speed consuming all that power or does it ramp down?

even if it is at max frequency(if speed step is off) it wont consume full rated TDP as it isnt on full load!

SSD: WD Black gen 4 x2 + Crucial MX 500 x2
