Techincally no, pcie gen 3 is more than enough bandwidth for a 3070 and the tomahawk max does support zen 2.

Peripherals: GK61 (Optical Gateron Red) with Mistel White/Orange keycaps, Logitech G102 (Purple), BitWit Ensemble Grey Deskpad. 

 

Audio: Logitech G432, Moondrop Starfield, Mic: Razer Siren Mini (White).

 

Phone: Pixel 3a (Purple-ish).

No problem, though do you already have the cpu and the board? Because the XT chips are just a waste of money and there are cheaper boards than the tomahawk that do the same thing.

As i said, the XT is a waste of money, and you could consider the b450 a pro max (not the matx) which is usually cheaper and does the same thing.
