2 Factor puchasing API

I'm thinking about making a 2 factor auth for making purchases.  After seeing the debacle that was the 3080 launch, I was wondering if that would be a good idea.

I'm thinking of working with confirming a purchase using card info and cell phone authentication via QR code.  The code would link to a page that would allow the user to enter a code to complete their purchase.

This would probably be good for stopping bots, but I bet it would also help slow down fraudulent credit card purchases with stolen credit cards if the phone number has to match the one provided to the bank/credit card company
