PC Not Displaying Video

Hello, I recently went to boot up my pc and there is no display output. Here are my specs

 

Ryzen 7 1700x

Msi B450m PRO VDH

Gtx 1060 6gb

650w evga 80+ gold psu

If you need any more info let me know.

 

This PC was booting a week ago, I since used another pc my brother and I had planned to sell for a week. After putting my drives back in this PC and trying to boot, there is no signal being output and some of my USB devices are not lighting up / turning on. 

 

We've tried another 1060 6gb and a 980ti, neither of which output signal via hdmi or dp.

 

We have not done anything to test the USB ports, but some devices work, some do not. When I plugged my keyboard in, it flickered and did not stay on.

 

The pc seems to get into windows considering how long the hard shut down takes.

 

Being that it's a r7 1700x there are no integrated graphics.

answer these questions please:

1. does the system power on?

2. if so, any post codes on the motherboard or debug lights?

3. if not, have you run a psu test?

Yes the system powers on.

 

There were lights on the debug lighting up. I rebuilt it on an open air test bench with a different power supply and it did not fix the issue.

 

After clearing the cmos it seems to be working properly. Atleast I'm getting a display now.
